Responsibilities

Noblis is seeking a Senior Acquisition Lead with a TS/SCI clearance for a position in Springfield, Virginia.

 

Responsibilities:

  • Provides acquisition guidance to functional area technical experts based on a working knowledge of DoD and IC acquisition regulations and policy.

  • Executes acquisition process as directed by the DoD 5000 series, Federal Acquisition Regulation (FAR), DoD and Army HQ ASA(ALT) policies and procedures.

  • Drafts PWSs, Acquisition Strategies, Acquisition Plans, lifecycle cost profiles, and annual ACAT Reviews.

  • Documents functional requirements, and functional and technical modifications in a work breakdown structure (WBS) and an Integrated Master Schedule (IMS) created and maintained in Microsoft Project application.

  • Provides input to the consolidated milestone plan for PD Army TENCAP regarding functional requirements and functional and technical modifications.

  • Provides input to milestone plans, existing and required personnel resources and funding needs, and established priorities and critical milestones.

  • Applies the requirements of DoD 5000.01 and 5000.02 to DoD Acquisition programs/projects throughout the acquisition lifecycle.

  • Provides acquisition strategy, work breakdown structure, integrated master schedule, and program planning budget execution.

Qualifications

Required:

  • Must have and maintain an Active TOP SECRET SCI security clearance and have the ability to successfully obtain a polygraph
  • Bachelor's degree 
  • Minimum of fifteen years of DoD acquisition experience supporting DoD Acquisition programs
  • A minimum of eight years of experience in applying the requirements of DoD 5000.01 and 5000.02 to DoD Acquisition programs/projects throughout the acquisition lifecycle
  • Full understanding and application of acquisition strategy and acquisition plans
  • Experience with work breakdown structure, integrated master schedule, and program planning budget execution
  • Minimum of five years experience utilizing Microsoft Project
  • DAU Acquisition Level III Certified
  • Program Management Professional (PMP)

Desired:

  • Army ACAT III experience
  • Army Career Field AF-51 (acquisition officer)
  • PMP or equivalent preferred
  • Army background is preferred
  • Recent experience supporting the IC and/or DoD Intelligence Customers
