    Noblis is hiring a Project Management Engineer, Acquisition with a Top Secret SCI clearance in Chantilly, VA


    You are responsible for leading individual projects, people, or technical/functional solutions, leveraging capabilities and sharing and seeking knowledge and information across the organization. You understand the current and emerging client space, and evaluate and apply practical and innovative concepts and methodologies to solve difficult problems. Independently complete routine work. As a part of the Noblis team, you make recommendations to improve standard practices, procedures, and tools. You employ advanced skills and grow project deliverables, as well as your expertise. 


    Duties and Responsibilities:

    • Provide Systems Engineering Technical Assistance (SETA) to the PM/COTR:   
    • Coordinate, generate and review SOWs, SOOs, PWSs, RFPs, and Product Change requests for new requirements and assist the PM/COTR in evaluation of development contractor proposals.
    • Assist the CO/COTR/PM during development of RFP packages and coordinate completion of Technical Evaluation of proposals received in response to RFPs.
    • Participate in IPT meetings and review process boards to include but not limited to ERBs, CCBs and PMRs to ensure development contractors are meeting program requirements.
    • Ability to clarify description of the problems/issues, analyze causes, identify and assess alternatives, implement the best solution, and validate the problem was resolved.
    • Familiarity with project management, scheduling, requirements, configuration management, risk management, metrics development and analysis, verification and validation test activities, acceptance activities and development activities such as AGILE and SDLC.
    • Ability to work independently with minimal supervision and perform other duties as assigned.


    Required Skills:

    • Must have and maintain an ACTIVE Top Secret/SCI clearance and have the ability to successfully obtain a polygraph.
    • Eight years of relevant experience in the customer community
    • Excellent analytical, written, and verbal communication skills required
    • Detailed knowledge of acquisition policies/guidance
    • AGILE methodology
    • Systems Development Life Cycle (SDLC)
    • Experience with the following:
      • Statements of Work (SOW)
      • Statements of Objectives (SOO)
      • Performance Work Statements (PWS)
      • Configuration Control Board (CCB)
      • Requests for Proposals (RFP)
      • Engineering Change Proposal (ECP)
      • Task Orders (TO)
      • Scope Statements
      • Technical Evaluations
      • Information Assurance (IA)
      • Military Interdepartmental Purchase Request (MIPR)
    • Strong interpersonal skills.
    • Self-motivated with strong writing and briefing abilities
    • Understanding of Systems Engineering principles.

    Required Education and experience:

    • Bachelor’s Degree in Systems Engineering or Business, and 8+ years of Acquisition/Project engineering experience in industry or DOD/IC community Acquisition Project Management OR
    • Master’s Degree in Systems Engineering or Business and 5+ years of Acquisition/Project engineering experience in industry or DOD/IC community Acquisition Project Management
