Noblis is hiring a SIGINT SYSTEMS ENGINEER with a Top Secret SCI clearance in Ft. Belvoir, Virginia. Position to begin on, near or before March 1, 2018.



  • Provide SIGINT Subject matter Expertise (SME) for execution of TENCAP programs and development initiatives
  • Provide assessments and evaluations on viability and application of TENCAP programs on SIGINT end users
  • Ensure interoperability including Mission Command Systems such as
    • Distributed Common Ground System - Army (DCGS-A),
    • Joint Battle Command-Platform (JBC-P),
    • Joint Capability Release (JCR)
    • Command Post of the Future (CPOF)
    • NettWarrior
    • Computing Environments (CEs)
  • Analyze/design needs and concepts of operation across the full spectrum of operations
  • Provide assessments and evaluations on performance and feasibility of existing and proposed Terrestrial, Aerial, and Space-based SIGINT components of Army TENCAP architectures

  • Identification of performance, cost, and schedule risk, and prepare recommendations for consideration by PD Army TENCAP

  • Participate in forums with external organizations concerning employment, acquisition, and development of SIGINT collection, processing exploitation and dissemination systems

  • Provide technical expertise to recommend and evaluate SIGINT policy, architecture, requirements and system development decisions for Army Staff

  • Work in a team environment in both leadership and support roles with varying Government, SETA and FFRDC teammates
  • Monitor emerging technologies and initiatives to integrate new capabilities into systems
  • Conduct corporate responsibilities as required




  • Must have and maintain an Active TOP SECRET SCI security clearance
  • BS in engineering, mathematics, physics, equivalent scientific discipline; OR significant domain experience and customer knowledge
  • Minimum of 7 years of experience in the design, development, integration, and testing of DoD or Intelligence Community (IC) intelligence systems
  • 5+ years in a systems engineering position in support of Military and/or IC SIGINT systems and capability development
  • 3+ years in a systems engineering management position leading a technical team working on DoD or IC programs/projects
  • Knowledge of the IC customer's SIGINT architectures, acquisition programs, overhead systems and phenomenology

Other Requirements:

  • Demonstrated capability and success working in team environments
  • Excellent written and oral communications, and MS Office applications
  • Must be able to travel CONUS and OCONUS locations as needed


  • PMP certification or equivalent preferred
  • Army background is preferred
  • Knowledge of IC functional manager’s organizations, roles and responsibilities within the current customer intelligence community
