Noblis is hiring a PROGRAM ANALYST / CONTRACT SPECIALIST with a Top Secret SCI clearance in Fort Belvoir, Virginia. Position to begin on, near or before March 1, 2018.



  • Assist in source selection pre-award functions normally conducted by Contract Specialist, which includes preparing contract related documents such as Acquisition Plans, Contract Review Panel (or equivalent) briefings, and other documentation required for contract award and administration
  • Solicit and advise during proposal evaluation and prepare negotiation positions for Government approval
  • Assist in obtaining required reviews and/or approvals for contractual and acquisition documents
  • Assist with contract management functions including administering contracts by assuring compliance with terms and conditions of contracts, resolution of problems/issues that arise during performance of contracts, reviewing invoices, and continuously reviewing contracts for compliance with established programs, policies and procedures
  • Draft documentation for Acquisition Requirements Packages (ARP) for contract actions
  • The ARP includes:
    • Independent Government Cost Estimates
    • Market Research
    • Requests for Information
    • Source Selection Plans
    • Justification and Approval (J&A) Document
    • DD Form 254
    • Performance Work Statements
    • Statements of Work
    • Statements of Objectives
    • Quality Assurance Surveillance Plans
    • Performance Requirements Summary
    • Requests for Service Contract Approval
    • Knowledge Based
    • Service Contract Funding Element of Resource Request
    • Government Furnished Property Exhibits
    • Acquisition Strategy Documents
    • Acquisition Plans
    • Integrated Program Summary
  • Track requirements from initiation through award and provide updates on the 1-N, Milestone/Inch stones, and program documents



  • Must have and maintain an Active TOP SECRET SCI security clearance
  • Bachelor's degree OR significant domain experience and customer knowledge
  • Minimum of 2 years of experience DoD or Intelligence Community (IC) intelligence acquisitions
  • 2+ years' experience in DoD 5000.01 and DoD 5000.02 acquisition programs lifecycle including application of strategy, work breakdown structure (WBS), integrated master schedule (IMS), and program planning budget execution (PPBE)

Other Requirements:

  • Knowledge of TENCAP and the IC customer 
  • Demonstrated capability and success working in team environments
  • Excellent written and oral communications, and MS Office applications
  • Must be able to travel CONUS and OCONUS locations as needed


  • PMP certification or equivalent preferred
  • Army background is preferred
  • Knowledge of IC functional manager’s organizations, roles and responsibilities within the current customer intelligence community
