Responsibilities

The USCYBERCOM Capabilities Development Group (CDG) was formed in February 2016 to coordinate, integrate and prioritize capability development for the Command in order to rapidly deliver joint cyber capabilities for full-spectrum cyberspace operations. The CDG translates operational needs into requirements, identifies and mitigates capability gaps, and develops plans and actions to address them.

 

The Noblis-NSP Contractors provide expert knowledge, consulting services, and support to CDG in developing key foundational documentation instrumental to the standup and matuation of the organizaiton. The Contractor works with CDG leadership and other partners interal as well as external to USCYBERCOM to understand existing DoD cybersecurity strategies, policies, capability development processes and procedures in producing necessary key foundational documentation.

 

The Cybersecurity Strategy Consultant - National and International Policy Level 2 provides technical and advisory support to the Director, Assistant Directors, Technical Director, and Division Leads of the USCYBERCOM/CDG Directorate. This individual will participate in engineering and operational studies and analyses of enterprise information systems, to include architectures, functional characteristics, Concept of Operations, and deployment and operations. At times, this individual will attend meetings and conferences on behalf of the CDG Leadership and represent the official views of the CDG on relevant technical matters, often to audiences of senior government and industry leaders. Team and Work Group facilitation will be be conducted by this individual on a routine basis.

Qualifications

Basic Qualifications:

  • Current TS/SCI Eligibility with polygraph
  • Bachelor's degree in a cyber-related field (Computer Science, Computer Engineering, Cyber Security) or a field requiring communications and analysis skills.
    In lieu of a Bachelor's degree, an additional four (4) years' experience is required equaling a total of 14 years of experience for each area above.
  • Minimum 10 years' experience in cybersecurity (e.g., Information Assurance, Information Systems Security, and Computer Network Defense) in the development of National Security Policy and Strategy.
  • Minimum 10 years cumulative experience in four (4) of the following:
    • Legislative process and Congressional relations
    • Interdepartmental or interagency collaboration and cooperation
    • Capabilities and requirements analysis
    • Performance management and metrics implementationo
    • Process definition, deployment, and improvement
    • Facilitation of team activities and resulting product development
    • Program analysis and evaluation

Desired Qualifications:

  • 6 years cumulative experience in any of the following areas:
    • DoD requirements definition process, capability requirements management, capabilities development, and systems acquisition support.
    • Cloud implementation
    • Systems engineering
    • DoD planning processes at the joint level
    • Microservice development and deployment
    • Decision analysis and facilitation
    • Program management
    • DoD cyber policy, strategy, doctrine and DoD implementation.
    • Software development lifecycle
  • DevOps model
  • Master's degree in a relevant technical discipline
