Noblis is hiring a Cyber Operations Engineer with a Top Secret SCI clearance in Fort Washington, MD.

The Capabilities Management Office (CMO) provides the management framework within the Air Force to enable OUSD(I) oversight and guidance for USD(I) and Air Force designated organizations, programs and developmental activities. CMO is charged with the management; collaboration, synchronization, and execution of assigned portfolios that impact defense wide capabilities and provide focused emergent issue solution sets. It provides appropriate managerial controls, business processes, requirements management, and related program due diligence to ensure proper accountability and control across the assigned portfolios.

Duties and Responsibilities:

• Utilizes strong technical and analytical skills to explore and examine previously unforeseen applications of cyber operations with the goal of discovering new ways to provide a competitive advantage or address a pressing intelligence problem. 
• Performs a broad range of computer science and/or engineering assignments entailing unique operational and technical problems, creativity, innovative use of techniques, advanced approaches, and/or new technology
• Utilizes scientific inquiry in the independent development of policy, guidance, and integration initiatives to support assigned projects, studies, or problems.
• As a recognized expert provides technical guidance, advisory support, lead, and assistance on projects and/or major phases for broad and varied projects related to OCO and CNE mission information systems.
• Directs and/or participates as a subject matter authority in various advisory committees, technical review boards, and/or other meetings related to area of expertise.

Required Skills and Qualifications: 

• Must have and maintain an Active Top Secret/SCI clearance
• Bachelor's degree in Computer Science, Computer Engineering or similar (Masters preferred)
• Eight years overall experience with a minimum 5 years of recent applicable experience
• Experience developing organizational Techniques, Tactics and Procedures (TTPs) for clandestine cyber operations
• Experience designing and executing operations for initial access to on-net and off-net targets
• Ability to plan and conduct operational risk management across multiple concurrent mission sets

Additional Qualifications:

• Prior experience as a professional Computer Network Operations (CNO) Operator
• Familiar with US Government Statutes, DoD and IC Policies and other applicable regulations governing employment of cyber
• Experience planning capacity for CNO missions including tool and infrastructure quantity and diversity
• Strong inter-personal skills and an ability to interact with all levels of customer and mission partners
• Strong oral and written communication skills
• Self-motivated with the ability to work independently and in a team environment
• Flexibility to adapt to changing situations
