    Responsibilities

    NASA has an ongoing requirement for scientific research, application development, and deployment of advanced information systems technology.  Join the Noblis team and help lead NASA’s research, design and development.

     

    Position Description:

    Noblis is looking for qualified candidates to fill a Business Operations Manager (BOM) position that will lead all business execution of a team of researchers, engineers and scientists. The BOM will work with the PM, contract leadership, Noblis management, and the client to support multiple facets of the contract operations. 

    Key roles include:

    • Reviews program invoices for completeness and accuracy
    • Conducts TO estimating and Financial Management
    • Reviews Subcontractor status reports and invoices
    • Initiates subcontractor Task Orders and Modifications
    • Tracks ODC’s and Travel
    • Monitors expenditures for contract and regulatory compliance
    • Facilitates staff onboarding and training: Provide on-boarding support for new hires, and coordination support of existing personnel as they transition across client projects
    • Processes Badging and IT/Security requirements
    • Prepares, reviews, and negotiates contract, sub contracts, and task order modifications
    • Liaison to Noblis corporate Business and financial personnel
    • Reporting: Develop, track and distribute monthly performance information and reports and reports utilized for decision making
    • Invoicing:  Responsible for all contract invoicing activities
    • Provide assistance in regulatory compliance / OCI activities 
    • Provide business continuity planning support
    • Provide some administrative support as needed:  Manage calendars and schedule meetings and events; office equipment procurements, arrange facilities and caterers, send information or invitations, and coordinate speakers; track event budgets, etc.

     

    Qualifications

    Required Qualifications:

    • BS degree in Business Administration, or other related degree
    • 10+ years of related experience
    • Strong business acumen and aptitude, with strong comprehension of finance and business operations
    • Strong self-initiative and ability to collaboratively coordinate with others across multiple, multifaceted tasks 
    • Strong organizational skills
    • Proficiency in MS Windows XP and MS Office--Word, PowerPoint, Excel, Outlook.  Desktop publishing skills are preferable.
    • Excellent relationship development and management skills   
    • Flexibility/adaptability required to work in a fast-paced multi-level environment
    • The ability to work well in a team environment and collaborate with staff across the company
